We must ensure adolescents have access to comprehensive sexual and reproductive health services and the ability to make decisions about their own sexual and reproductive lives. We must go to beyond ‘access to abortion where legal’ and ensure that access to safe abortion is available for those seeking to make informed decisions about their bodies. We must do this for all women and girls across the globe, including highly marginalized groups and those affected by crisis.  </strong></span></span></span></p> <p><strong><span><span><span>"The Center’s recently released <a href="https://reproductiverights.org/worldabortionlaws?country=KEN">World Abortion Law Map</a> reveals that the last 25 years have witnessed a positive global trend towards the liberalization of abortion laws. 50 countries worldwide have enacted laws that are <span>expanding the grounds under which abortion is legal. Nearly half of these countries that have liberalized their abortion laws, are in Africa. There is a clear and unequivocal consensus by U.N. human rights treaty bodies and independent experts that reproductive rights are human rights, grounded in the right to life, health, equality, non-discrimination and freedom from cruel, inhumane and degrading treatment, among other rights.<br /> <br /> “This new Commission is part of a comprehensive effort by this Administration to erase sexual and reproductive health and rights from global discourse. The State Department has deleted reporting on reproductive rights from its annual Country Reports on Human Rights Practices and the Center for Reproductive Rights currently has <a href="https://reproductiverights.org/press-room/center-reproductive-rights-sues-department-state-over-deletion-reproductive-rights"><span>two</span></a> <a href="https://reproductiverights.org/press-room/center-reproductive-rights-sues-us-department-state-over-continued-decision-delete-0"><span>lawsuits</span></a> pending in the United State District Court for the District of Columbia challenging these cuts. In addition, this Administration has insisted on the elimination of sexual and reproductive health and rights protections from U.N. resolutions, sending a clear message that the United States does not care about the plight of women and girls, nor established international law.<br /> <br /> “We are also alarmed by reports that the State Department has not engaged in Congressional consultation in advance of creating this Commission and similar reports that there was no consultation or input from career human rights experts working in the State Department’s Bureau of Democracy, Human Rights and Labor (DRL). Indeed, this Commission appears to be an attempt to circumvent the State Department’s foreign policy and human rights experts in an effort to pick and choose which rights the United States will respect and promote. We hope that today’s vote means that women and girls in Northern Ireland will soon be able to legally access the health care they need at home.” <br />  <br /> In England, Wales, and Scotland abortion is permitted on broad social circumstances under the 1967 Abortion Act; however, in Northern Ireland abortion remains prohibited in almost all circumstances and is subject to criminal prosecution. Today, the UK parliament voted on the issues of abortion and same-sex marriage, calling for abortion to be decriminalized in Northern Ireland.  <br />  <br /> Today’s vote is in line with the ongoing global trend in favor of the legalization and decriminalization of abortion. Over the past 18 months multiple European countries have undertaken important reforms to guarantee access to abortion care. Earlier this year Iceland enacted a new law permitting abortion on request up to 22 weeks, while North Macedonia removed mandatory counseling and waiting periods.
