FAQ: Pro Bono Legal Support for Organizations Affected by the Global Gag Rule

The Mexico City Policy (MCP), commonly known as the Global Gag Rule (GGR), was reinstated on January 24, 2025, by the Trump administration. On January 27, 2026, the policy was expanded under three separate, but inter-related final rules now called the “Promoting Human Flourishing in Foreign Assistance (PHFFA) Policy. The policy prohibits nongovernmental organizations (NGOs)— foreign and domestic— multilateral organizations, foreign governments and parastatals that receive U.S. non-military foreign assistance from performing or “actively promoting” abortion as a method of family planning; promoting “gender ideology”; and promoting DEI-related policies and activities.
The policy is confusing and has not been implemented consistently. That’s why the Center for Reproductive Rights is connecting organizations to global law firms with relevant expertise. These firms have agreed to provide free legal representation to U.S. and non-U.S. organizations that have specific legal compliance questions about the GGR.
