Presidential Memorandum reinstating the Global Gag Rule
President Trump issued a Presidential Memorandum reinstating the “Mexico City Policy,” also known as the “Global Gag Rule,” a harmful and regressive policy that restricts U.S. foreign assistance to organizations providing, counseling, or advocating for legal abortion services—regardless of local laws or non-U.S. funding sources. This action represents a significant setback for global health, gender equality, and human rights, particularly for vulnerable communities who already face systemic barriers to accessing critical health care. In the face of this confusing and often inconsistent policy, the Center for Reproductive Rights is connecting organizations to global law firms with relevant expertise. These firms have agreed to provide free legal representation to U.S. and non-U.S. organizations that have specific legal compliance questions about the GGR.
