Persiste lucha por justicia para víctimas de esterilizaciones forzadas durante el régimen de Fujimori

  • El proceso penal en Perú contra otras autoridades responsables por las esterilizaciones forzadas y el caso de Celia Ramos ante la Corte Interamericana contra el Estado de Perú continúan en curso, pese a la muerte de Alberto Fujimori.
  • Rechazamos  las conmemoraciones que ha realizado el Estado de Perú por la muerte de Alberto Fujimori: DEMUS, el CDR y CEJIL recordamos que se mantiene la obligación del Estado de garantizar justicia, verdad y reparación para las víctimas de violaciones a derechos humanos ocurridas durante su gobierno y bajo su responsabilidad.

Declaración – Lima, Perú, jueves 12 de septiembre.- Entre los años 1995 y 2001, más de 2,000 mujeres, principalmente indígenas y campesinas de zonas rurales en condiciones de pobreza, fueron víctimas de esterilizaciones forzadas bajo una política sistemática de violencia y discriminación, llevada a cabo durante el régimen de Alberto Fujimori. Tras la noticia de la muerte del ex mandatario y principal responsable de estas políticas, es importante recordar que la búsqueda de justicia y de los responsables de estos crímenes de lesa humanidad aún está vigente. Entre estos casos, se encuentra el de Celia Ramos, el primero sobre esterilizaciones forzadas en Perú en llegar a la Corte Interamericana de Derechos Humanos (Corte IDH) y que está próximo a ser analizado por el más alto Tribunal regional. 

En 1997, durante el régimen de Fujimori, Celia Ramos, una mujer peruana en situación de pobreza, acudió a un puesto de salud buscando atención odontológica. Desde ese momento fue presionada por el personal de salud, incluso en su casa y con información imprecisa, instándole a practicarse una esterilización quirúrgica. Esta práctica estaba enmarcada en una política estatal, promovida por Alberto Fujimori, que llevó a la esterilización forzada de miles de mujeres en Perú. Celia falleció debido a esa esterilización forzada. 

A pesar de la muerte de Fujimori, el caso de Celia Ramos ante la Corte IDH, un tribunal que tiene competencia para analizar la responsabilidad de los Estados, continúa. La Corte Interamericana está en proceso de analizar la responsabilidad del Estado peruano por la violación de los derechos humanos de miles de mujeres sometidas a esta política de control reproductivo. Este proceso es fundamental para lograr justicia y reparación para todas las víctimas de estas graves violaciones. Asimismo, en Perú continúa el proceso penal contra otras personas implicadas en la ejecución de estas políticas, quienes también deben rendir cuentas por estos crímenes de lesa humanidad.  

Desde DEMUS, CDR y CEJIL reiteramos nuestro compromiso con la lucha por la verdad, justicia y reparación para Celia Ramos y todas las mujeres víctimas de esterilizaciones forzadas.

Además, ante las conmemoraciones llevadas a cabo por el Estado peruano para honrar a Alberto Fujimori, recordamos que el ex Presidente fue condenado y estaba siendo investigado por cometer crímenes de lesa humanidad. Por tanto, consideramos que estas conmemoraciones son un lamentable ejemplo del negacionismo del Estado peruano frente a las graves violaciones de derechos humanos cometidas durante el conflicto armado en Perú y el régimen de Alberto Fujimori. Subrayamos la necesidad de reconocer estos crímenes, reparar a las víctimas y garantizar que los responsables rindan cuentas ante la justicia, para evitar que estos crímenes se repitan en el futuro.
