White House broadly freezes foreign aid

President Trump issued an executive order pausing U.S. foreign development assistance for 90 days amidst a review of “programmatic efficiencies and alignment with U.S. foreign policy.” Following this, Secretary of State Marco Rubio required diplomatic and consular posts to issue “stop-work orders” on nearly all foreign assistance awards, threatening a quick halt to new and existing U.S. funded global health projects. For instance, the President’s Emergency Relief Plan for AIDS Relief (PEPFAR), a program credited with saving 25 million lives, was among those included in the spending freeze. More recently, Rubio issued a waiver permitting continued funding for life-saving humanitarian assistance while the Administration undertakes the review but explicitly excluded activities involving abortion and family planning services as well as gender-affirming care.
