Secretary of State Marco Rubio, who has been serving as Acting Administrator of the U.S. Agency for International Development (USAID) since February, confirmed that Russell Vought, Director of the Office of Management and Budget and architect of Project 2025, has taken over as Acting Administrator of USAID. According to Rubio, Vought will “oversee the closeout” of the agency.

This decision comes after months of funding and staffing cuts to global health programs that many countries rely on for essential reproductive health services, including family planning, maternal care, and HIV prevention.
