Established by Congress in 2009, the TPP program is a national, evidence-based initiative that provides grants to organizations dedicated to preventing teen pregnancy, and improving sexual and reproductive health outcomes for youth. In June 2026, the Trump administration issued two new Notices of Funding Opportunities (NOFOs) for the TPP program emphasizing abstinence-only education and parental rights – a significant shift away from existing criteria.

Days after the announcement, the Department of Health and Human Services (HHS) canceled 53 of the 67 existing TPP program grants. Canceled grants were worth nearly $67 million and were shut down two years before the five-year grants were set to expire. Official termination notices sent to grant recipients cited that the program is in “misalignment with agency priority, specifically normalizing sexual activity for minors.” Additionally, HHS stated the program’s goal should not be to “promote harmful ideologies, risky sexual activity for minors, or other content outside the scope of the program.”

On August 18, 2026, a federal judge blocked HHS from granting funding to organizations under the new NOFOs while a lawsuit challenging the new funding criteria, cancellations, and program changes continues.
