President Trump signs $9 billion rescission package into law

On July 24, President Trump signed a $9 billion rescission package into law. The package, which was passed by the House and Senate earlier in July, marks the first time in decades that Congress has approved a president’s request to claw back previously approved funding. 

The majority of the cuts were to the U.S. Agency for International Development (USAID) and the Department of State and included eliminating critical funding for international family planning and funding for the United Nations Population Fund (UNFPA), the United Nations’ sexual and reproductive health agency. The only major change from President Trump’s original request was the removal of a $400 million cut in funding for the President’s Emergency Plan for AIDS Relief (PEPFAR).
