President Trump announces new narrow in vitro fertilization (IVF) polices

The Trump Administration announced an agreement with the pharmaceutical company EMD Serono to reduce the price of their IVF-related drugs and offer them for sale on TrumpRx, a forthcoming government-run, direct-to-consumer portal for medication purchases. The Administration also announced it will allow employers a way to offer standalone fertility benefits directly to employees, like they do for dental and vision insurance. Rulemaking on the announced supplemental insurance option is forthcoming. Notably, these new policies do not require employers to provide IVF insurance coverage, continuing to leave it up to them to decide whether to offer insurance coverage for fertility care. Likewise notable is that they would allow employers to pick and choose which types of fertility care to cover. For example, employers could choose to cover only so-called “ethical IVF” or other anti-reproductive freedom fertility approaches that legitimize “blame-and-shame” fertility, which places the onus on women attempting to conceive and emphasizes “lifestyle factors” as the cause of infertility.
These new policy recommendations follow President Trump’s February 2025 Executive Order, which directed the Assistant to the President for Domestic Policy to submit policy recommendations to improve IVF access within 90 days.
