CMS Comment – Medicare Inpatient Prospective Payment Systems (IPPS) for 2027  

The Center for Reproductive Rights submitted a comment in response to the annual Inpatient Prospective Payment Systems (IPPS) proposed rule for 2027, from the Centers for Medicare and Medicaid Services (CMS) within the Department of Health and Human Services (HHS). The comment addressed a provision within the rule that would strengthen the criteria for the “Birthing-Friendly Hospital Designation” by adding additional clinical measures. The comment supported the addition of these measures but also highlighted the need to consider racial disparities and patient experience in order to give the designation meaning and improve outcomes in maternal health.
