HHS freezes Title X funding for reproductive healthcare providers
The Trump administration has frozen millions of dollars in funds earmarked for 16 Title X grant recipients. Title X is a decades-long program that funds critical reproductive health services in low-income communities. The Department of Health and Human Services said it was pausing payments in order to review recipients’ possible violations of federal law and executive orders, including prohibitions on the promotion of diversity, equity, and inclusion (DEI). Title X funding has historically sustained an estimated 4,000 clinics and, in 2023, it supplied 2.8 million people with essential care including birth control, cancer screenings, and STI testing. In response to the administration’s attack on the program, the Center for Reproductive Rights submitted a Freedom of Information Act (FOIA) request to HHS to better understand the decision to freeze Title X funding, how funds were frozen, and the process to determine which providers would be subject to the freeze.
