Fact Sheet: The Global Gag Rule and Human Rights
Regressive policy reinstated by the Trump administration undermines health and human rights around the world.

On January 24, 2025, less than a week into office, President Trump reinstated the 2017 expanded Mexico City policy, now officially known as “Protecting Life in Global Health Assistance” (and referred to as the “Global Gag Rule” or the “GGR”), a harmful and regressive policy that restricts U.S. foreign assistance to organizations providing, counseling, or advocating for legal abortion services—regardless of local laws or non-U.S. funding sources.
Published January 2025, this fact sheet explains more about the GGR, its impact on health and human rights, and how States and the U.S. Congress can respond to ensure that people around the world are able to realize their rights to life, health, privacy, information, non-discrimination and freedom from ill treatment.
