Declaração. 1º de outubro de 2024 –  O Governo Federal do Brasil, com a participação do presidente Luiz Inácio Lula da Silva, lançou a política pública “Rede Alyne para a Atenção Integral à Mulher Gestante e Bebês”. Esta iniciativa foi apresentada em 12 de setembro com o objetivo de melhorar a assistência médica materna e infantil em áreas rurais e reduzir as taxas de mortalidade materna.

O lançamento desta rede é uma importante atualização da “Rede Cegonha” e é uma justa homenagem a Alyne da Silva Pimentel Teixeira, que faleceu em 2002 devido à falta de atendimento médico adequado durante complicações na gravidez, resultado de um fenômeno estrutural de discriminação contra mulheres negras e que vivem em condições de pobreza.

“A Rede Alyne é um avanço que promove um modelo de atenção integral e humanizada com foco na redução das desigualdades enfrentadas pelas mulheres racializadas no Brasil. No entanto, queremos ressaltar que chega quase 20 anos após a morte de Alyne e que ainda persistem desafios na implementação de medidas para que ninguém passe pelo mesmo,” afirmou Catalina Martínez Coral, vice-presidente regional do Center for Reproductive Rights.

Em 2011, o Comitê da ONU para a Eliminação de Todas as Formas de Discriminação contra a Mulher (Comitê CEDAW) condenou o Brasil pelas violações de direitos sofridas por Alyne. Esta decisão foi histórica, pois, pela primeira vez, estabeleceu que os Estados têm a obrigação de garantir que todas as mulheres tenham acesso à saúde materna sem discriminação, de forma oportuna e com qualidade.

O Comitê CEDAW ordenou medidas de reparação e políticas públicas para garantir os serviços de saúde materna. Em cumprimento a estas medidas, foi criada a “Rede Cegonha” e, em 2014, foi realizado um ato simbólico de pedido de desculpas públicas à família de Alyne.

Com a recentemente apresentada “Rede Alyne”, o Estado brasileiro anunciou a destinação de recursos adicionais para melhorar e ampliar a infraestrutura para partos de alto risco nas áreas com as maiores taxas de mortalidade materna. O programa promete promover um modelo de atenção integral e humanizada com foco na redução das desigualdades étnico-raciais e regionais.

O Center for Reproductive Rights celebra o impacto transformador que o caso de Alyne teve na saúde de milhares de pessoas gestantes no Brasil, um país marcado pelo racismo e a discriminação estrutural. A “Rede Alyne” é um passo à frente para reduzir as taxas de mortalidade materna e continuaremos vigilantes para que sua implementação seja efetiva. O Brasil deve garantir os direitos reprodutivos de todas as mulheres e pessoas gestantes durante suas gestações, partos e pós-partos.

Sobre o caso:

Alyne da Silva Pimentel Teixeira morreu em 2002 devido à falta de atendimento médico adequado durante complicações em sua gravidez. Ocorreu em uma clínica privada da Baixada Fluminense, no Rio de Janeiro. A negligência médica resultou na morte de Alyne após 21 horas sem receber atendimento básico de saúde e após ter perdido a gravidez. Alyne era uma mulher negra, vivia em condições de pobreza, tinha 28 anos e as evidências mostraram que sua morte era totalmente evitável. Ela deixou uma filha de 5 anos.

O Center for Reproductive Rights e a Advocaci – Advocacia Cidadã pelos Direitos Humanos apresentaram o caso ao Comitê da ONU para a Eliminação de Todas as Formas de Discriminação contra a Mulher (Comitê CEDAW). Em 2011, este Comitê condenou o Brasil pelas violações de direitos sofridas por Alyne. A decisão do Comitê determinou que o Estado brasileiro não garantiu a ela os direitos à vida, à saúde e à não discriminação por gênero, raça e classe, e que as políticas de saúde materna no Brasil não asseguravam o acesso das mulheres a um atendimento de qualidade durante o parto, especialmente para as mulheres negras.
