  • As Senior Advisor, Billy makes recommendations on the development, implementation, and enforcement of presidential policy across the federal government. He serves as a key advisor to the Director of OMB, helping to coordinate regulatory changes, appropriations requests, and congressional engagement. In his role, Billy has helped plan, implement, and defend restructuring and mass layoffs within the Federal government, including those that have devastated agencies and offices leading vital federal reproductive health initiatives. Billy can also advise the Director on the drafting of the President’s Budget and funding decisions related to government programs that directly impact reproductive rights and access to care including Title X, the Teen Pregnancy Prevention Program, the United Nations Population Fund, etc.

  • Billy criticized efforts to enshrine abortion rights through state ballot initiatives, which allow individual voters to express their policy preferences directly, notably after claiming that the American people should have a bigger say in policy decisions around abortion.
  • Billy appeared on an anti-abortion media platform and used stigmatizing and inflammatory rhetoric about abortion and those who access abortion care.

  • Billy signed onto a joint statement of anti-abortion leaders, which promoted “modest and reasonable restrictions on abortion,” challenged the concept of reproductive rights, and claimed that abortion has “wounded” our nation. 
  • In an op-ed co-written by Billy, he opposed Florida’s state ballot initiative to protect abortion, repeatedly sharing misinformation that grossly mischaracterized the ballot initiative and abortion restrictions in the state.

  • Billy served as Executive Director of Charlotte Lozier Institute, an anti-abortion research organization affiliated with Susan B. Anthony Pro-Life America.
