Statements and Policy Actions
- While representing the U.S. at the United Nations (UN), Kozma said the Trump administration is committed to “reaffirming that there is no international right to abortion,” and used other notable anti-abortion rhetoric including implying that rights attach at conception. Kozma also criticized the UN’s recognition of transgender individuals.
- While negotiating the final document of the annual UN Commission on the Status of Women meeting, Kozma called for deleting any mention of the phrase “modern contraceptives” from the outcome document. She also misleadingly called the United States a “pro-life” nation; a group of Democratic Senators later called for her removal based partly on this statement.
- Kozma claimed she experienced “persecution” and was “under attack” because of her anti-abortion stance while representing the first Trump administration at the UN.
- In reality, Kozma was publicly recognized in Congress for her “tireless work” at (now-dissolved) USAID to advance anti-abortion positions.
- Kozma criticized Congressional reauthorization of the President’s Emergency Plan for AIDS Relief (PEPFAR), a foreign assistance program credited with saving 25 million lives, for its inclusion of grants to organizations that provide comprehensive sexual education and abortion (with non-PEPFAR funds).

- Kozma appeared in multiple videos released by Project 2025, which:
- Celebrated her work to ensure that there was no mention of reproductive rights or abortion in formal international agreements.
- Expressed the pronatalist belief that fears about climate change have been weaponized to discourage individuals from having children.
- Endorsed the view that words like “abortion, reproductive health, and reproductive rights” … “deprive Americans of their First Amendment rights” and should be removed from all federal rules, regulations, and laws.
Publications
- Kozma co-authored an article criticizing a Biden-era USAID policy that advocated for broader access to sexual and reproductive health care. She also attacked hormonal birth control, spreading misinformation about its health risks.
- Kozma signed on to a blog post published by the anti-abortion group Students for Life of America, which spread misinformation about the United Nations Population Fund and Planned Parenthood.
Extremist connections
- Kozma contributed to Project 2025, the Heritage Foundation’s blueprint for a second Trump term which advocates for extreme abortion restrictions, and led Project 2025 training videos in which she endorsed anti-rights policies.
- Kozma served as the Director of the Center for American Values at the America First Policy Institute (AFPI), an organization that works to eliminate all federal funding for abortion providers and pass state laws further restricting abortion access.
- While serving in the first Trump administration, Kozma repeated scripted talking points from attended “listening sessions” hosted by the anti-abortion lobbying group Center for Family and Human Rights (or C-Fam) and later used its exact talking points in official UN statements, and attended a C-Fam “listening session” without informing the rest of the US delegation, a breach of normal practice.
- Kozma received the “Champion for Life award” from the anti-abortion Intercessors for America organization for her work during the first Trump administration.
- Kozma co-signed a Freedom of Information Act (FOIA) request to the Biden Administration’s Department of Justice seeking documents related to “ongoing attacks against pro-life organizations.” The FOIA was signed by numerous anti-abortion groups and activists.
