Mónica Arango Olaya

Mónica Arango Olaya, Regional Director for Latin America and the Caribbean

Mónica Arango Olaya is the Legal Advisor for Latin America and the Caribbean.  She has dedicated her career to advancing constitutional rights both on the international stage and in her home country of Colombia.  Her work at the Center focuses on the advancement of reproductive rights through international litigation and advocacy. Mónica was a Legal Fellow in the Center’s LAC Program between 2008 and 2009.  Her  many contributions include research for, and preparation of, petitions and amicus briefs, submissions to the UN and regional human rights bodies, advocacy materials, and Center publications. Prior to joining the Center, she was a legal advisor on the Colombian Constitutional Court, worked with Women’s Link Worldwide, and conducted research for the UNDP, which became the basis for several domestic violence policy proposals submitted to the Colombian government. Mónica has published articles concerning constitutional law, international law, and reproductive rights, including The Right to Health as a Fundamental and Judicially Enforceable Right in Colombia (2009), published by the ESR Review, and The Idea of a Constitutional Block in Colombian Constitutional Law (2005). She was also a collaborator on Health care responsibilities and conscientious objection (2009), published by the International Journal of Gynecology and Obstetrics. Mónica received her law degree from Universidad de Los Andes in Bogota, Colombia, and completed her LL.M. at Harvard Law School in 2010.
