Julianna Gonen

Julianna Gonen, Policy Counsel for Federal Legislation

Julianna S. Gonen is Policy Counsel for Federal Legislation, and is responsible for advancing the Center's U.S. policy objectives in Washington, D.C.

Before joining the Center Julie spent eight years as a health care attorney, focusing on litigation and managed care contracting issues for clients including large hospital systems, managed care plans, ancillary providers and federally-qualified health centers. From 2004-2007, she served on a task force of the American Health Lawyers Association (AHLA) that focused on legal preparedness for public health and other emergencies and published two guides for health care clients to assist in their legal emergency preparedness planning.

Before practicing law Julie worked at several health care non-profit associations, including what is now America’s Health Insurance Plans, the National Business Group on Health, and the Jacobs Institute of Women’s Health.  She received her law degree from the Georgetown University Law Center, and also holds a doctorate in political science from the American University.

In addition, Julie has taught undergraduate and graduate students in both public health and political science as an adjunct professor in the School of Public Affairs at the American University in Washington, D.C. and at the Bloomberg School of Public Health at Johns Hopkins University in Baltimore, Maryland. She is currently on the adjunct faculty at Georgetown University Law Center, where she teaches public health law.

Julie currently serves on the Executive Committee of the Board of Directors of the Mautner Project, the National Lesbian Health Organization.
